Today we are going to be installing Curt hitch part number 13707 on a 1999 Ford Crown Victoria. OK, underneath the vehicle, we are going to go ahead and point out the mounting locations for the trailer hitch. There is an opening right here at the end of the frame rail that we can use to actually - we are going to take some C-clamps and clamp the hitch up into place. Then we can go ahead and drill our holes out, using the hitch as a template. The vehicle does have these ground clips at the end of the frame we want to go ahead and remove those before we get started, and we will put them back up once the installation is complete.
A couple of things to look for so that you know that the hitch is properly centered on the frame rail. The forwardmost hole you want to be as close to dead center on the frame rail as you can. Then at the rearmost hole, you pretty much want the end of the trailer hitch to be about an inch back off the end of the frame rail. You can kind of step back and take a look at your receiver tube just to ensure that it is centered on the vehicle and not crooked at all, and then you can go ahead and drill the holes out. We are going to start by using a 1/4-inch pilot hole, and then we will enlarge it to the 1/2-inch. And we just want to do that for all four hole locations. Go ahead and wallow it out a little bit. Just run it through there just to ensure that when you fish wire it that it does not get caught up. OK, with the holes drilled out, we can go ahead and fish our bolts into the frame and pull them into position. We are going to use the bolt leader that is provided in the installation kit. We are going to take and feed it through the forwardmost hole and fish that down to the large opening here at the forward side of the frame.
Then we are going to take one of the carriage blocks and carriage bolts and put the block onto the bolt leader, followed by the carriage bolt, which we are going to wrap the bolt leader around the threads. We are just going to take and pull that into position and down into place. And then here at the rearmost hole that we drilled you should be able to just manually put the block and bolt into place. If not, you can use the bolt leader there, as well. Put that down into place. We are going to do the same thing on the drivers side. And then we can go ahead and put the hitch back up into position. You will note that you will need to use some spacers in between the frame and the hitch, depending on your vehicle. On this particular vehicle, we are just going to need to put one here at the rear attaching point, and we should need one here at the forward side. You want to be careful when you are putting the hitch up into position not to push the bolts up into the frame.
OK, now that we have got the bolts up into position and the nuts on, we can go ahead and torque the bolts down. You want to check with your directions to verify the appropriate torque rating for each of the individual bolts. And with the bolts torqued, we just want to make sure we put our ground clips back on the frame rail, and our installation is complete. This will conclude the installation of hitch part number 13707 on a 1999 Ford Crown Victoria.

I installed the Curt 13707 on a 2005 Crown Victoria Police Interceptor. The install was fairly easy and straight forward. The instructions recommend centering the hitch and setting it one inch back on the frame. I'm not sure if it would be the same on earlier models but mine had a weld one in back on the frame that I could butt the frame up against. I would recommend a second person to hold the hitch while you marked where to drill. When drilling the 1/2" bolt holes, use the drill to ream the holes slightly since its incredibly tight once you get the wire fishing tool onto the threads. Also, with the rear holes, you may need to make the holes a little oblong to clear the bumper tube that is inside the frame. I installed this hitch by myself with hand tools in about an hour. Pretty simple and straight forward install and a stout hitch.9481

received new hitch and wiring for my 96 Mercury in a few days. I was not looking forward to drilling and trying to get the bolts into the frame but it actually went along pretty smoothly. Frame drilled good, the special wire in the kit to fish the bolts into the holes worked very good. The electrical wiring harness also fit quick and easy. All told it took me 1 1/2 hours. I'm very impressed with the heavy construction of the hitch and the powder coat finish.27152

Excellent - I was impressed with the quality, engineering and detail. The package - CURT hitch, 4-pole hard-wire kit, 4-pole to 7-pole adapter, extended ball mount, ball & pin was installed on my prized 89 Ford LTD Crown Victoria. I installed it by myself, without a helping hand, and once I got all the tools together it did take longer than the estimated 45 minutes - I would double that to 90 minutes. Once I had the rear up on stands, I positioned the hitch under the frame by suspending one end with a hanger wire, then the other end. I snugged the hitch up to the frame with a floor jack and double checked the alignment. From there it was a breeze - Drilled the 4 holes, snaked the bolts into place, and torqued to specs. Highly recommend CURT hitches & etrailer for all your trailer needs.17417

i put my curt hitch on my 1999 mercury grand marquis bye myself today 6-10-11 . i got out my motorcycle lift jack and it has two ruber pads about a foot apart on the jack, making it balance more easily as i jacked it up to the underside of the frame. just as the movie and directions said to mark the holes with spray paint for the bolts. only they say it's easier with another set of hands or a buddy to help lift it up to mark the holes. but with my motorcycle jack for the lifting it worked out real good. i'm 66 years old and it did take me about two hours. i marked the holes with spray paint measured both sides. of course i didn't put full pressure on the jack till i had the curt hitch right where i wanted to mark. i hit with a two bye four and a hammer to shift it one way or the other till i was happy with where i wanted it, then put more pressure on the jack to hold it for the final marking. there little movie on the install is the key factor and helped me alot with the boring of the marked holes and the fish wire for pulling the bolts inside the frame channel. had no problems what so ever with the bolts that had to be fished thru the channel and new holes. i like there hitch and am very satisfied with the install of it. thank you etrailer for a superb product and instructions.a no problem job for me, maybe a little more time than others for me. but again i done it my way and bye myself. i will recommend the hitches to anybody. there built and made well. 16711
