That is what you would have to do. The factory bump stop bracket also should be in this location or just below the 5th wheel rail. I would go down to 3 inches and use spacer # F2368. The measurement should be with the bags deflated or at the minimum psi. I spoke with my contact about the problem you are having and he immediately knew what the issue probably is. However, if you carry many different sized loads it would be more beneficial to keep them separate because depending on the load, one side might need more air than the other.
