How to Install Pal Nuts on a Roller Shaft
The easiest way to install pal nuts on a roller shaft is to completely assemble everything (roller, brackets, roller shaft, etc...) before mounting it on the trailer. Place one pal nut on the ground, open end up, and place the roller shaft on the pal nut. I spoke to my contact at CE Smith and he informed me that they do not specify a weight rating for the CE Smith Bolster and Swivel Bracket # CE10000G because it does not bear the weight of the boat. It is actually the U-bolt that attaches this product to the cross member of your trailer that supports the weight. He said that as long as you use a # CE10000G on every cross member you should have no problem carrying the weight of your boat.

Dimensions of the CE Smith Tie-Down Bracket for Boat Trailers # CE26214G
I went and pulled a CE Smith Tie-Down Bracket # CE26214G from our warehouse to measure the dimensions and found that the overall length is 4 inches, the width is 1-15/16 inches, the bigger hole is 7/8 of an inch and the smaller hole is 9/16 of an inch. Options for Installing CE Smith Front Hanger Bracket on a Trailer with a Boxed Frame
The best way that I could thing of would be to drill access holes and then fishwire carriage bolts through the access hole and the opening of the frame. Check out the FAQ article I attached doing this to install hitches. Its a different application, but its the concept I am talking about. It would be up to you to determine if this method would be possible for your trailer.

The CE Smith Trailer Spare Tire Mount could indeed be mounted in an upside-down orientation if you wish to do so. Keep in mind that this spare tire carrier is only compatible with 4 lug wheels or 5 lug wheels with a 4-1/2 inch bolt circle. Most of the spare tire carriers can be mounted upside down, with the exception of the Fulton Hi Mount # FHDSTC0101. Mounting Boat Trailer Bunk Boards to Vertical Bunk Boards that Tilt
I like the idea of using a shaft and pal nuts. That way there is less of a chance of it binding up like what might happen if you used regular nuts and bolts. You would have to make sure the shaft has the capacity for the load that you are going to put on it. A shaft like # CE10727A as an example is a solid steel bar, 5/8 inches in diameter and while it does not have an official capacity it would be very sturdy. You will want to use 3/8 inch stainless steel bolts with stainless nuts and lock washers or stainless nylon locking nuts to mount these brackets to your fenders. I went out to the warehouse and pulled a CE Smith Stake Pocket, # CE45004G, to take some measurements. The dimensions listed on the product page are correct. The opening is 3-1/2 inches wide by 1-1/2 inches deep. A lumber industry standard 2x4 apparently is not exactly 2 inches by 4 inches but 1-1/2 by 3-1/2 (or close to it). You are going to need a 5/8 inch diameter shaft and pal nuts. You could use # CE10721A which comes with both. The shaft is 5-1/2 inches long. Smith, the manufacturer of the Bolster Bracket you referenced, the center to center dimension of the two holes in the base of the bracket is 1-1/4 inches with a 5/8 inch space between the two holes.
