How to Plug Up a Hole Cut in a Bed Liner to Install the Topline Truck Bed Bike Rack # UG2500
What you can do first is use a hole saw to drill the hole out of the bed liner. Using a hole saw will provide a nice round hole that will be easier to plug. Make sure the edges are smoothed down with some sand paper. Then you can get a grommet of some kind at a hardware store to plug up the hole when the bike rack is not in use.
