Removing Diversi-Tech Hitch Lock # DT31005 Without Key- Your best solution would either be to cut off the lock or drill out the lock cylinder.
If there is any wiggle room on either side of the receiver that would allow you access to the smaller diameter hitch

The inside measurement on the Trailer Hitch Receiver Lock, part # RH5-XL, is 3-5/8 inches. I went into our warehouse and confirmed both of these measurements.
Since you are looking for a tighter fit than the hitch pin lock that you bought that has an exposed measurement of 3-1/4 inch I would recommend the # RH5-XL since it measures 3-1/16 inches.
