The tongue weight of the extender itself is only 400 pounds so you will have to go by the lowest rated component which will either be the reduced capacity of your hitch when using the extender, or the 400 pound tongue weight capacity of the extender. If your trailer was loaded to capacity at 7,000 pounds, the tongue weight of just the trailer would be 700 to 1,050 pounds.
